Controller and Accountant General Makes U-turn on No Ghana Card No Salary

The Controller and Accountant General Department in Collaboration with National Identification Authority in their attempt to make it compulsory for all public sector workers to be enrolled on the Ghana Card has failed. The Controller and Accountant General released a statement with a deadline for all public sector workers to get a Ghana Card or forfeit their salaries by 1st December, 2021. 

Labour Unions called on the Controller and Accountant General Department to extend the deadlines but the Controller and Accountant General Department refused and justified the deadline given to all public sector workers, the Controller and Accountant General stated that, the deadline given will not be extended. 

Controller and Accountant General Department has not employed anybody in the country and has no right to issue a directive on no Ghana card no Salary. It is the responsibility of the the employer to make sure employees have unique identification on the payroll not the Controller and Accountant General who is responsible for making payments. 

There have been congestion at the National Identification Authority offices in the country since the press statement on no Ghana Card no Salary was released. Accountant General to be sure that salaries are paid to people who deserve and have worked for the money, there should be a clean up in the payroll, this clean up exercise should be a mutual agreement with the organised Labour. 

The right thing to be done by controller is to port the names on the payroll database to the National Identification Authority database, with a simple algorithm the biometric data can be matched and merged.
