What does the WASSCE 2020 Results mean?

2019 WASSCE Report: The results indicate that there were improvements in the performance of candidates in ALL the Four Key subjects required to enter tertiary.
2020 WASSCE Report: The results indicate that there were improvements in the performance of candidates in Two (Core Math & Core English) out of the Four Key Subjects required to enter tertiary.
This is a simple summary from WAEC’s own reports.
In the past 6 years, the average secondary to tertiary transition has been 35%, with government projecting 40% this year, which obviously wont be met due to the decline in performance in Social Studies and Integrated Science. Infact, even the 35% cannot be maintained.
Moving forward, what does this mean for the GES, Policy Makers, Educators, Parents and Teachers, as we aim to achieve increased equitable access to tertiary by 2030?
What can be done to improve in 2021?
