The management of Nustrat Jahan Ahmadiya College of Education in Wa used a whooping a 54, 560.00 Ghana Cedis of the college funds to pay sitting allowances for 16 council members of the institution in just one sitting. Meaning, each of the council member of the college received an unimaginable sitting allowance of 3,410 Ghana Cedis in just a day’s sitting.
According to the 2020 Auditor-General report, the school management made the said payment without relevant approval for the rate used for the disbursement.
A ministry of finance circular No.NC/S.120 dated March 29, 2021 directed all heads of public institution to seek approval from the Ministry of Finance on appropriate rates to be used for the payment of allowances for their council members and board. But the management of the college failed to abide by the directives by the ministry and went ahead to pay gargantuan sitting allowances to its council members who had a sitting on 17th September, 2020.
One will wonder why management of the college will pay such a huge amount of money to its council members as sitting allowances at a time when the school was struggling financially.
Per the Audit report, the failure by the management of the college to abide by the ministry of finance directives caused financial irregularity .23. According to the Auditor General, such practice by the college if not checked could result in the college paying Council Members unapproved rates which might affect the execution of the college’s budgeted programs.
