In the heights of the covid-19 pandemic in 2020, a budgetary allocation of 638 million Ghana cedis was made available for the construction of the 88 hospitals promised by President Akufo Addo. Although the number of hospitals has been increased to 111 in the agenda111 project, the government still insists that the 638 million Ghana cedis are allocated for the project currently.
According to the minority, based on what was captured in the 2021 mid-year budget review, the government has already spent the remaining 600 million Ghana cedis from the 638 million Ghana cedis purported to be the seed money for the agenda111 project.
The Member of Parliament for the Tamale North Constituency, Alhassan Sayibu Suhuyini, has told the President's advisor on Health, Dr. Nsiah Asare that he is using his professionalism in the health sector to spin for the NPP.
The Tamale North MP made this statement on "THE BIG ISSUE' on CITI television when there was a disagreement between him and Dr. Nsiah Asare as to whether the 2021 mid-year budget review captured the 600 million Ghana cedis set aside as seed money for the agenda111 project as "utilized" or just an allocation.
According to Alhassan Suhuyini, if we look at the 2021 mid-year budget review, appendix "4D page 100" the 600 million Ghana cedis were captured as being "utilized" by the finance minister.
Dr. Nsiah Asare disagreed with Alhassan Suhuyini that the 600 million Ghana cedis were captured in the mid-year budget review as (utilized), but it was captured as an (allocation).
Dr. Nsiah Asare said that in any way, the ministry of finance has come out to explain that 600 million Ghana cedis are in an account with the Controller and Accountant General.
"Have you read the minister of finance's explanation? What did they say? You don't want to take their explanation because you want to spin it around."
Alhassan Suhuyini then responded to Dr. Nsiah Asare that he is the one who is doing the spinning.
"You are the one spinning, that's why I said I admire your professionalism in the Health sector but not your politics because you are using that professionalism to spin for the NPP, which is not fair."
He added that if Dr. Nsiah Asare is accusing him of spinning, it is important that he points out that he is the one doing the spinning because the ministry of finance hasn't denied that they captured it as utilized, but he is denying it.
The host of the program, Godfred Akoto Boafo , checked from the 2021 mid-year budget review and the caption was that "Expenditure Allocation and Utilisation", but Alhassan Suhuyini insisted that in previous budgets, that column is always reported by the finance ministry as monies that have been released and utilized.
