Maxim Loktev, the deputy military commissar for Moscow, announced on Tuesday, September 27, who was exempt from mobilization, including individuals with reservations, large families, and the ill.
The following will not be called up in compliance with Russian Federation legal requirements: Reserved citizens are those who work for companies in the defense industry, have been medically determined to be temporarily unfit for military service, are group I disabled or are caring for four or more children under the age of 16 who are dependent on them.
Furthermore, "citizens whose moms, in addition to them, have four or even more children under the age of eight and raise them without a husband" will continue to live at home, claims Loktev.
At the same time, according to Loktev, the proportion of individuals called up from the reserve that make up the mobilization manpower reserve will not be greater than 1%.
