Improved Condition Of Service For Teachers: As Salary Negotiations Nears Completion
Teachers in the pre-tertiary schools from Kindergarten to Senior High Schools generally work during school hours when students are present and use nights and weekends to prepare lessons notes. Most teachers use the weekend to mark their students class exercise, assignment and homework.
As the negotiations for 2021 conditions of service nears completion, Ghana Education Service Collective Agreement With Teacher Unions in the Education Service states that, A joint negotiating committee made up of the teacher unions in the Ghana education service on the one hand shall negotiate and agree on the terms and conditions of service, the scheme of service and the code of professional conduct for the teaching personnel of the Ghana education service in accordance with Section 99 and 102 of the labour Act, 2003(651)
The event that both parties fail to enter into negotiation on the terms and conditions of a new agreement, the existing agreement will continue to be in force until a new Agreement is signed and the effective date of its commencement agreed upon.
At anytime after 12 months from the date of this agreement, and twice during the life of this agreement, either party may give notice in writing that it wishes to negotiate a change in the rate of salaries or other matters affecting the conditions of service.
The Conditions of Service for teachers working under the Ghana Education Service across the country expired in December, 2020.
Following the expiration of the conditions of Service for Teachers in 2020, the various Teachers Unions in the country notified the government to begin negotiations for 2021, teacher Unions have been on negotiation table with Government since December 2020 and they are yet to sign new Conditions of Service for Teachers under the Ghana Education Service.
The Government of Ghana and the Teacher Unions within the Ghana Education Service, comprising of the Ghana National Association of Teachers (GNAT), National Association of Graduate Teachers, (NAGRAT) and Coalition of Concerned Teachers Ghana (CCT-GH) are yet to agreed on new condition of service for teachers.
Improved Condition of Service presented by the Teacher Unions
Government, Social Security and National Insurance Trust(SSNIT), and teacher Unions to provide housing schemes for teachers.
Vehicle maintenance allowance to be paid annually to teachers who own vehicles, exemption of import duties on vehicles brought into the country by teachers to enable teachers own a vehicle.
Incremental jump, salary upgrading, risk allowance and responsibility allowance to be paid to members who qualified.
Teacher Unions presents an improved condition of service which will make the teaching profession attractive. If these conditions are agreed on, the teaching profession will be better.
