The President of IMANI Africa, Franklin Cudjoe, has blamed the rejection of the 2022 budget statement by Parliament for the lack of exhaustive consultations by the Ministry of Finance. According to him, as a civil society, he received an email to be part of the consultation process a day or two before the process was announced, which shouldn't have been the case.
Franklin Cudjoe made this statement via zoom on 'THE BIG ISSUE' on CITI television yesterday, 27th November 2021, when he gave his opinion on the rejection of the 2022 budget and the way forward.
According to Franklin Cudjoe, from the standpoint of civil society engagements, it is true that the processes leading to the creation of the 2022 budget were pretty short and non-exhaustive.
"I had an email I think a day or two before the consultation process was announced that we should be part of the conversation at the ministry in other to make input into the budget."
Franklin Cudjoe revealed that after receiving the email, he wondered that within three days, what type of input could they make into the budget because the ministry will present its plans, and they are supposed to make input into them.
"Don't get me wrong, in previous times we've had ample time from at least three weeks to about a month, so I was particularly taken aback when this one the email came on Friday, and on Monday or so, we were supposed to meet and have a conversation."
Franklin Cudjoe indicated that from that moment, he started having the feeling that the 2022 budget was going to have some challenges because it told him quite clearly that the processes of engagement were not going to be that exhaustive.
So, what has happened to the 2022 budget is a combination of several factors, but he thinks that the best way to have these consultations even before it gets to Parliament is to have sector ministry's budget proposals vetted by an amalgam of CSOs and other interest groups before the finance Ministry collates them.
"Let's not make it look like the disagreement over the E-Levy that lead to the rejection of the budget, I think there are other issues as well and it all points to lack of thorough and exhaustive consultations." He added.
