Hear the First Deputy Speaker-Joseph Osei Owusu’s latest comment about Alban Bagbin, on the Budget.

The First Deputy Speaker of Ghana’s 8th Parliament Joseph Osei-Owusu has described the Speaker of Parliament, Rt. Honourable Alban Bagbin as a non controversial person, and that, he is not on the quest to lead parliament against the executive, as has been painted by media reports.


Speaking to the host, Emefa Apawu on Joynews program “The Probe”, Honourable Joe Osei Owusu stated that, sometimes, the media present the reports, and make it look like the Speaker Alban Bagbin is leading parliament to against the executive, but that is not the case.


Talking about the 8th parliament; When asked by the host; if the speaker is on the quest to show, that he is in no one’s pocket by issuing threat, to block the budget statement…if certain things are not done, Joe Owusu replied that, he didn’t hear the Speaker issuing any threat on the budget statement against the executive, and also, he did not consider any of his comments as threats.

 Still on the Speaker and the budget statement; Joe Owusu insisted that, he never remember hearing the Speaker saying he will block the approval of the budget statement for some reasons…and that he was in the chamber at that time, but didn’t hear Speaker Alban Bagbin issuing threats, or using the word ‘blockage’.


The First Deputy Speaker again said that, Speaker is not a member of the parliament and thus, doesn’t vote in the house; adding that, the Speaker of Parliament only preside over the house, but the main business of the house, is actually handled by the two leaders of the of the house (Majority and the minority leaders).


Joseph Osei-Owusu is a Ghanaian lawyer, and politician. He is currently the First Deputy Speaker of Ghana’s 8th Parliament, and also the Member of Parliament for the Bekwai Constituency.

Rt. Honourable Alban Bagbin is not controversial, and also not on the mission to lead parliament against the government, as has been ‘painted’ by media reports; do you think so?
