Unshakable Controller And Accountant General Replies Labour Unions

The Controller And Accountant General's Department (CAGD) has reaffirmed its decision to go by the December 1, 2021, deadline for public sector employees who receive salaries from the Department to register for the Ghana card else forfeit their salary by December this year.

Although Controller has come under numerous backlashes from labour unions like GNAT, NAGRAT and CCT-GH, the department seems unperturbed at all. Whereas the labour unions argue that the decision taken by CAGD is unlawful thus should be redrawn immediately, in contrast, Controller thinks otherwise. 

Speaking in an interview on Ghana News Agency in Accra, the head of Public Relations at CAGD, Mr. Cephas Narh Dosso reaffirmed the directive and emphasized that it is the best approach to tackling the many challenges faced by the government's payroll system. 

He stated, “We have a payroll that takes care of about 500,000 government employees nationwide. As a department, over the years, the CAGD has been instituting measures that will ensure that the integrity of the payroll is maintained at all times.”

When he was asked the Department's next line of action should the labour unions refuse to comply with their directive, this is what he had to say, “When we get to the deadline we will review the data, and I am sure the right decisions will be taken by the right authorities.” He also advised labour unions to rather encourage their members to register for the card.

I think the Controller And Accountant General should extend the deadline further to afford any public sector who has not registered for the Ghana Card the opportunity to do so. Similar to that of the sim re-registration exercise which ends on March 2022.

Many Ghanaians have not been able to register for the card because of their daily busy schedule. Others are also faced with where to collect their card after the team left their district during the nationwide exercise.
