Away... He Is Not Bagbin: Another Chaos Ensued In Parliament By The Minority

The Minority Caucus in the 8th Parliament of the Fourth Republic have staged another chaos in the House after the First Deputy Speaker, Hon. Joseph Osei Owusu has overruled a motion filed by the Minority to overturn the approved 2022 Budget Statement and Economic Policy previously disapproved by them, but later approved by the Majority Caucus.

Stating the facts in clear terms, the first Deputy Speaker said that as per the standing orders of the the conduct of Parliamentary affairs he is aware that he is not the Right Honorable Speaker [Alban Sumana Kingsford Bagbin] of the House, however, the provisions mandate that he takes the position of the Speaker and preside over all the proceedings.

Just as he was still stating some of the provisions that has been there since the tenure of the former Speaker of Parliament, Right Hon. Doe Adzaho, some Members of the House began to argue in loud voices that they won't accept the Deputy Speaker's manner of proceedings. One of these MPs was the Member of Parliament for Asawase Constituency, Hon. Mohammed Mubarak Muntaka.

According to the Minority, the speaker himself proclaimed himself as not the Speaker and so he should take himself out the chair and find himself the position rightfully assigned to him. He started shouting and exchanging words with one MP from the side of the Majority.

The sudden turn of events compelled the First Deputy Speaker, Hon Joseph Owusu Osei to adjourn proceedings in the House for an hour. He and his entourage then quickly walked out in the midst of the chaos while members of the Minority kept shouting, "Away...Away.... You said you are not the Speaker and so we will treat you as such." They then started singing their historic 'Revolution Song'.

The Speaker of Parliament, Right Hon. Alban Sumana Bagbin has been reportedly out of the country for a routine medical check up in Dubai since Last Monday. Before he left, the House, minus the Majority, met and a voice voting was done to reject the 2022 Budget Statement and Economic Policy presented by the Finance Minister, Ken Ofori-Atta.

However, while he was still away, the House without the Minority, met under the headship of the First Deputy Speaker on Tuesday to approve the rejected 2022 Budget. Today, this is the root cause of the whole new development in the House.
