Budget Approval Amounts To Overthraw Of Constitution And Will Not Stand-Minority

The minority caucus in parliament has described the approval of 2022 budget as an overthraw of the 1992 constitution.

Addressing a press conference moments after the miraculous approval of the budget today, the minority leader Hon. Haruna Iddrisu said the action of the majority should be condemned by all Ghanaians and in the coming days, be reversed.

He said the standing orders of parliament revokes the original or casting vote of the speaker therefore the total number of MPs present in parliament today were 137. He said 137 is less than half of parliament as prescribed by order 109 of the standing orders.

He quoted order 104 of the standing orders which says the Speaker shall have no original vote nor casting vote. Therefore for Joe Osei Wusu to count himself as present was unconstitutional.

Hon. Haruna Iddrisu said moving forward the minority will ensure that all motions are decided upon by voting.

He admitted that earlier the two caucuses had met to see the way forward. The NDC MPs presented the five conditions and the finance ministry agreed to portions of them. However he refused to factor same in the budget they were seeking to approve. Haruna added that, they told the minister unless factors the agreed provisions in the budget, there was no way the NDC side will approve the budget and that is exactly what they did.

Explaining further, the minority chief whip Hon. Muntaka Mubarak said unlike Friday when the NPP MPs reported to parliament and walked out only when voting was about to begin, the NDC MPs did not show up at all in parliament. This makes it impossible for anyone to think that there were enough members to vote on this decision.
