In 1996, Parliament amended an article in the 1992 Constitution which allowed a citizen of Ghana to hold a citizenship of another country.
Furthermore, the citizenship regulation in 2001 compelled a Ghanaian citizen with dual nationality to register for a dual citizenship certificate.
So In may 2012, a Ghanaian resident in the US, Prof. Stephen Kwaku Asare went to the Supreme Court to seek annulment of the legislative requirement that compelled dual citizens to obtain a dual certificate. The ruling of the court was that, Ghanaians who are eligible for dual citizenship are no longer required to apply for a dual citizenship certificate.
The Ghana Immigration Service in august 2012 explained the judgment on its Facebook page. It said that, dual citizens do not have to apply for dual citizenship cards and pay a fee. It continues that, when traveling to Ghana, dual nationals should be short to have their Passports for entry purposes and the other one for exit from Ghana.
Finally, one can see his under passport as his resident permit whenever he travels to Ghana with his Ghanaian passport or choose to go for a visa if he wishes. This should be a choice and not a requirement.
