“Give Us A Good Reason Why The Minister Is Not Here” – Alban Bagbin Questions Kyei Mensah Bonsu

Parliament resumed today, Thursday, June 10, 2021 for the 11th sitting of the 2nd meeting of the 1st Session of the 8th Parliament. The session began with the adoption of agreements admitted the previous day. After that some ministers were expected to present some papers to the House. the Minister of Energy who was to present a paper was not available so the Majority leader accepted to do it on his behalf.

Following that, there the Finance Minister was also due to present 4 papers and he was also absent. “Mr speaker if I may have your leave to present the paper on behalf of the minister of Energy” Osei Kyei said. This was accepted by the Speaker. 

“8C by the Minister of Finance” Alban Bagbin said. Osei Kyei interjected again and said, “Mr speaker again I seek your leave to present the paper on behalf of the minister of Finance. “Leave granted” Alban Bagbin said.

At that moment the Deputy Minority leader stood up to question why the Majority leader is the one to present a number of papers by the Finance Minister. He admitted that though he understands the Minister of Finance has no deputy yet, the House should be briefed on why the Finance Minister could not make it. Speaker Alban Bagbin admitted that he thought the Minority had no objection and that was when he permitted it.

Alban Bagbin then threw the question to the Majority Leader, Osei Kyei Mensah Bonsu as to why he was the one to present papers for the Finance Minister. “Mr. Speaker, the Minister is engaged in a very crucial meeting which began this morning at 9:30. This is the reason why he is not available” the Majority leader explained.

Of late it is becoming a norm for some ministers to skip sessions especially when they are due for papers. It can be recalled that Alban Bagbin had to at a point early in the year summon a minister to appear in Parliament to present his papers.
