I will NOT allow this as long as I'm the Speaker - Alban Bagbin Says

The Rt. Hon Speaker of Parliament, Alban Sumana Kingsford Bagbin has clearly stated on Tuesday 16 March, 2021 that, Parliament will never allow itself for the Executive to impose anything they wish on the legislature, adding that, Parliament has the final power to approve or disapprove any request from the Presidency. 

Mr. Bagbin, the former Member of Parliament for Nadowli Kaleo further explained that, it is not for the Executive to impose a ceiling on the Judiciary or Parliament but that, the Executive has to do the proper thing by making a recommendation on the budget for Parliament to make a final decision on its approval or otherwise, but not to receive orders from the Presidency to give an approval to the budget estimate for the year.

He sounded a warning that, if the Executive does otherwise, he, as Speaker of Parliament will not append or submit any letter to the President for his assent.

“It’s not for the Executive; we have the final power to approve or disapprove and so what the constitution has done is for them to make recommendation and to negotiate during the deliberations of the budget before the house.

It is not for the Executive to impose ceiling for the Judiciary or Parliament; we have to do the proper thing, and so during the consideration of the estimates, honorable members, particularly the committees concerned, take that on board; at the end of the day, come and inform us as to the negotiated figure, not the ceiling that has been given by the president; that is not the intentment of the 1992 Constitution.

 If you do otherwise, I as your Speaker will not append any letter for submission to the President, for his assent. I mean what I say; the weakest link of our democracy is Parliament and because of that, we are not able to control thins like corruption, we are not able to hold the Executive to account, we are not able to get the rule of law going. We are the arm to lead that, and so far as I remain the Speaker of this house, I will insist that the right thing be done”, the Speaker said amidst unanimous approval from the house.

 Mr Kingsford Sumana Bagbin’s comments came up at the plenary when Parliament received a communication from the Secretary to the President of Ghana, Nana Asante Bediatuo asking Parliament and the Judiciary to maintain their financial allocations in the 2021 Budget, since no extra funds could be added to the financial allocations for those two arms of government as requested by the Speaker of Parliament soon after the presentation of 2021 budget last Friday 12 March, 2021.
