The conduct of the Members of Parliament of the Eighth Parliament of the Fourth Republic has been of great concern to Ghanaians since the unfortunate situation the played out in the house on January 6 and 7, when the Speaker was voted for. Given the nature of the composition of this Parliament, with the minority having just one member shy of the majority, many experts in the field of governance suggested consensus-building between the two caucuses. However, the events that have characterized the debate of the 2022 budget show a lack of consensus-building between the two caucuses.
On Tuesday, November 26, the 2022 budget was rejected by the minority caucus after the majority staged a walkout. The majority caucus considered what transpired on Tuesday as illegal, and subsequently set aside that decision and approved the budget in the absence of the minority. The last straw that broke the camel's back was when the "sit-in" Speaker of Parliament, Joseph Osei-Owusu, ruled on a motion moved by Haruna Iddrisu, the minority leader, seconded by Honourable Mutaka Mohammed and debated upon. This led to chaotic situation in the house which many Ghanaians described as unfortunate.
Reacting to this, Sam Nartey George, the Member of Parliament for Ningo Prampram has said they ( Members of Parliament) apologize for what happened in the house. Speaking on Newsfile Show on Joy TV, today, December 4, the Ningo Prampram legislator pointed out that, what happened on January 6 and 7 should have been a lesson to them, so what happened in Parliament on Wednesday was unfortunate.
"I believe that there is being a public outcry and rightly so. The happenings in Parliament from last Friday, on the back of what happened in Parliament from January 6 and 7, we would have hoped that what came to a heard in Parliament this Wednesday would not have happened again. Unfortunately, we found ourselves there and as a Member of Parliament, I can only take full responsibility and say that we hold our hands up and say we are a work in progress, this should not happen, it has happened, we apologize for it", he said.
