According to private attorney Martin Kpebu, the late Professor John Evans Atta Mills was the only sincere leader of Ghana during the Fourth Republican era.
He claimed that everyone else was dishonest aside from him.
On Saturday, October 23, Mr. Kpebu made this statement on Key Points on TV3, joining the chorus of people calling for a kind dictator to lead Ghana as president.
Even though he agrees with the call, he questioned whether Ghana would ever have such a leader.
Some people claim that we need a kind dictator, but this claim has been made for more than 30 years, since I first became conscious, and we haven't seen it.
"All of our presidents, with the exception of Atta Mills, who is the only one who has been honest, have been very dishonest. Where are we going to find the kind dictator?"
Atta Mills has always been a trustworthy individual, but the others in the Fourth Republic are not. People will bury Atta Mills and say he was a good man. I don't know any of them who are reputed to be honest, aside from [him].
"So, this benevolent dictator thing is true, but when is that going to happen?"
He added that there are flaws in the 1992 Constitution that need to be fixed through amendments.
He claimed that the document gives the President far too much power.
"This constitution is too lopsided and gives the President too much power," he said. "The best way to work out this democracy is to fix it."
