Ada East and West are not part of the 30.8 million population of Ghana.

The Ghana Statistical Service which is being led by Professor Samuel Annim has released the provisional results of Ghana's Population as at 2021. This comes after every individual and household were counted by statistical agents across the country.

According to the Ghana Statistical Service, Ghana's current population stands at 30.8 million. This result is however provisional.

In the number of 30.8 million persons, two constituencies or districts were not included. 

That means only 273 out of 275 constituencies were captured in the 30.8 million individuals. It is quite not clear why the Ghana Statistical Service did not include these two constituencies. The results may however take some time for the Ghana Statistical Service to bring the population results for these two districts to constituencies.

This makes the 30.8 million a provisional result. According to TV3 news, the new and final results of the 2021 Population and Housing Census will be declared on 18th November, 2021. People in Ghana re being counted each and every decade. The last census was conducted in 2010 and Ghana had a population of more than 18 million persons.
