Following public divided opinions on whether the Electoral Commission of Ghana should use Ghana Card as the sole registration for Voter's ID cards, this article seeks to highlight the mandatory uses of the Ghana card.
Section 2(3) of NIA’s enabling statute, the National Identification Authority Act, 2006 (Act 707), expressly provides that “National identity cards issued under this Act shall be used in transactions which require identification”. The mandatory transactions have been outlined in Regulation 7(1) of the National Identity Register Regulations, 2012 (L.I. 2111). The relevant portions of the Regulations provide as follows:
“Mandatory use of national identity card
7.(1) A national identity card issued to an individual shall be used for the following transactions where identification is required:
1. Application for and issuance of a passport;
2. Application for and issuance of a driver’s license;
3. opening of individual or personal bank accounts;
4. Purchase of insurance policies;
5. Purchase, transfer and registration of land by an individual or a connected transaction subject to provisions of other enactments
transactions pertaining to individuals in respect of pensions;
6. Transactions specified under the National Health Insurance Scheme;
-transactions that have social security implications;
- consumer credit transactions;
Registration of voters;
Payment of taxes;
Registration of SIM cards;
applications for public or government services, facilities, approvals, permissions or benefits; and any other transaction which the Authority may determine and publish in the Gazette”
Is The Electoral Commission Right To Use Ghana Card As Sole Registration Of Voters ID Cards?
The constitution backs EC to use Ghana card as the sole registration but the question is how many people have the Ghana card now?
Over 15.7 million Ghanaians current have received their Ghana cards, the Executive Secretary of the National Identification Authority (NIA), Prof. Kenneth Agyemang Attafuah, disclosed on 21st July 2022.
With Ghana's population at 31.07 million, it could be inferred that still many qualified Ghanians are yet to obtain the Ghana card. With it's tedious process and acquisition, it's important for EC not to make Ghana card mandatory for Voter's ID registration.
EC is right but sometimes, compromising for greater good at the interest of the masses is the best call.
