The “teacher one laptop project” was launched by the Ghana Education Service, Ministry of Education and the Vice President of Ghana, Dr. Bawumia in September 2021. About 350,000 Teacher Mate 1 (TM1) laptops have been procured and are currently being distributed nationwide. The customized laptop was manufactured by KA Technologies, a technology company which has a service branch in Ghana.
Many teachers across the length and breadth of the country have been thrown into a state of shock as the actual cost of the TM1 laptops surfaces online. As a party of the new curriculum and the upgrade of the teaching profession in Ghana,the current administration thought it wise to supply all teachers at both the basic and the secondary levels of education with laptops with preloaded educational and other essential materials from for teachers.
An excel template was sent to the heads of second cycle schools to provide names of teachers and their staff Identification Numbers for the distribution of one teacher one laptop project. The list sent to the Ghana Education Service Headquarters was to be submitted to the Controller and Accountant General’s Department for the deduction of the thirty percent cost of the laptop.
The Curriculum for the basic schools was reviewed by National Council for Curriculum and Assessment (NaCCA), basic schools were instructed to use the Common Core Program Curriculum from the beginning of the 2020 academic year. The reviewed is to respond to the national priority of shifting the structure and content of the educational system from merely passing examinations to building character, nurturing values, and raising literate, confident and engaged citizens, with emphasis on science and mathematics as building blocks for success in either tertiary education or early entry in the workplace.
The distribution of laptops to teachers under the one teacher, one laptop initiative commenced this month (September) after its official launch by the His Excellency the Vice President of Ghana Dr. Mahamadu Bawumia on the 3rd of September 2021. Some teachers received theirs earlier this week and the previous week.
The Ghana National Association of Teachers (GNAT) has said that the unit cost of the government’s One Teacher One Laptop Initiative is GH¢1,550 per contract, not GH¢1,831.47 as being speculated by the Ghana Education Service(GES). The Central Regional Chairman of GNAT, Rev Dr Isaac Owusu has said on authority that the unit cost of the laptop is GH¢1,550.
A video circulating on media captures a faulty TM 1 laptop which is currently being distributed to teachers in the first and second cycle institutions in all parts of Ghana. In the one-minute length video, the screen of the TM1 laptop was going off and on indiscriminately as the user was using it.
Few months ago the Government made a promise to teachers across the Nation that they are ready to reduce the burden and stress of teachers and learning of Information and Communication Technology (ICT) in the country. Thursday, 9th September 2021 The Ghana Education Service (GES) has clarified the cost per laptop of the one teacher one laptop initiative. According to GES, contrary to earlier reports that the Teachers Mate 1 laptop cost the nation a little over GHC 1,600.00 per set, the real cost was GHC 1,800.00.
Many teachers are pushing for the leaders of the three major teacher unions in Ghana-GNAT, NAGRAT and CCT-GH to absorb the 30% of the cost of the laptop which hitherto was to be paid by them. According to these teachers, their unions have the solvency to foot the cost of the TM1 laptops which is about GH¢ 560.00 to relieve the teacher the cost burden on them.
